Like, a bunch of people get together and race across a long distance or in a circle?
If they make a sport out of it, they could advance the technology to the point where hobbyist will afford it.
They can also make a sporting event out of paragliding, paragliding races, that would work to making paragliding more common. All you'd need is sponsors and a group of people willing to participate, like maybe a union of paragliding clubs could pull it off, if they were really invested in advancing the technology and advertising the hobby.
