Anything above 110 mph enters the higher speed category according to the FRA, and requires grade separation, exclusive right-of-way and all the other crap that goes along with it. As for true high speed rail, really the only thing on the horizon is CAHSR. Phase 1 from madera to fresno is actually going to run, of course it remains to be seen whether the 6 gorillion dollar DTX in SF is ever built, as well as whatever is planned for LA. That being said I think seeing trains run at warp speed (200-220 mph) up and down central valley will convince the public to follow through with it.
