i saw 2-3 road bikes out side of a panera bread this morning with bars like this....they clearly rode there

is there something i'm missing? is this a new hispeter thing like fixies were or slammed stems awhile back?

I had to pick up a vaccum cleaner recently and was still waiting for a new sprocket for my commuter with cargo rack. I swapped the cargo rack to my old ten speed I use for just zipping to and from work (commuter for picnics, groceries etc) and flipped the bars up (not totally reversed like op pic) and it was actually really comfy. Now I'm considering attempting to find a solution whereby I can easily convert a bike between being decently speedy and being more comfort and cargo driven with the right rack fittings for easy on/off and brake/shifter placement that is convenient in both set ups. It would be a "convertible" instead of a hybrid
