It's safe to say Amtrak's gonna get significantly more funding.

Not just because Biden likes rail but because Kamala and the Green New Deal democrats want more rail as well. A lot of transit initiatives were voted on and passed on Nov 3rd.

In the short term probably not much. Congress needs to approve Amtrak's budget and the federal coffers are in dire straits right now and the senate didn't flip. IF the government decides to embody FDR and swing a New Deal and go balls to the wall on infrastructure, however, then there could be a push to expand funding or start new projects (Hudson tunnels, etc).
