Why not inject helium into a totally uptight frame? You're guaranteed to travel faster.

Effective bike weight reduction would be a couple ounces at most (helium saves 0.07 lbs per ft^3), plus you'd have to get the helium in after the bike weigh-in or you couldn't get below 15lbs anyway.
