I think the system was doomed at the latest in 1959 when all development was halted. No new rolling stock, not even 300m extension to Kurala as originally planned. The system was just decided to be run down, by 72 it had enough deferred maintenance to amount a full rebuild.
To have any chance of survival it would have required a similar program to increase the loading gauge from 2.5 m between tracks to 3 m like Helsinki had right after the war. Also being able to join up with Helsinki in rolling stock acquisitions would have certainly helped. Instead they had to custom design a shrunk down Be 4/4 and could only afford 6 units + 1 trailer in the end.
