Are you supposed to be able to easily touch the ground with your feet on a road bike? My seat height is basically parallel with my cockpit meanwhile all the other cyclists I see have their seat way higher than mine. I’m 68.5” inches riding a 54cm frame. Is there some technique to getting into the saddle that I’m missing?

Your feet touching the ground has nothing to do with whether your saddle is adjusted correctly for (You). Go google 'bike fitting' and see how it's done.

No. It's not relevant.
And generally you won't be able to touch the ground on the seat unless you lean the bike and use your tip toes.
When you're stopped, you should come down off the seat and stand over the top tube of the frame. When you start, use a pedal to lift yourself onto the seat.

the correct seat height is set at almost max leg extension.

set the distance between the top of the pedal and the top of your seat as 3% longer than you inseam measurement
the toe of your left foot should only just be able to touch the ground
unless you have a crit bike with a high Bottom bracket

When you are sitting on the bike, you should not be able to put both feet flat on the ground at the same time. Maybe just barely have both feet on the ground toes-only.

I follow the principle that you should not been in your seat if you're touching the ground. Get out of your seat. Your nuts should be comfortable over the bar and feet on the ground.

Seat height is determined by your knee angles while pedaling. Has nothing to do with whether you can get your feet on the ground, and in most cases you shouldn't, maybe one of them tip-toed.

and another rule of thumb, short of measuring your knee angle: put your heel on the pedal, at the lowest point your leg should be fully extended, so when you put the ball of your foot on the pedal, your knee will be a little bent

it follows that you won't be able to put your foot on the ground, at least not with the heel

Make sure to get it dialed in. I started riding this summer and fucked my knee up only a few weeks in because my set was set too low. It's only now coming around to being completely healed.

Use heel on pedal rule to get it about right.
Yeah, I know it's fallible, but it gives you a good starting point. To dial it in, go for a long ass ride and take your Allen wrenches with you.
