Yes, aboveground because tunnels are expensive. A statewide underground subway doesn't make sense, even in a Northeast Corridor state like New Jersey. That's why NJ Transit runs aboveground outside of the NYC area.

Houston and Dallas/Ft.Worth are top ten in U.S. metro regions and Austin and San Antonio are sizable as well. HSR in a triangle connecting those cities makes sense, but I don’t know what OP is talking about with a subway.
