Ti and steel have more US framebuilders than you can shake a stick at. Unless you're looking at Gunnar, $3k is the minimum cost for a frameset.
Components are trickier. Drivetrain is China/Taiwan/Japan/Italy depending on who you go with, with some options made in Spain (Rotor) and Germany (THM). I don't believe that the US has ever been an option for drivetrain. For rims, I think that Rolf/Astral and Velocity are still MUSA. Hubs there's Kang, WI, Phil, etc. Wheelsmith spokes are US. Nobody makes tires in the US, as almost everything aside from Conti, FMB, and Veloflex are made in Thailand. There are a couple US makers of saddles, like Selle Anatomica and Infinity. Thomson makes seatposts and handlebars in the US, and there are a buncha options for headsets.
