Caltrain policy allows them to overnight but they are flushed out in the early AM before sunrise. BART locks them out but lets them stay during the daytime where they annoy people, even within the SFO station platforms which are heated. Most of the time they head back to SF for the night since the City has a free range attitude towards it while San Mateo/Santa Clara will actually arrest them for being annoying.
I mean, they DID clear out the huge homeless camp by the tracks at the port specifically because they were annoying train crews and interfering with track surveying work. Meanwhile, the homeless are using Muni's stations as camps due to the Muni train shutdown... which is why VTA is still running trains.
