Tokyo only exists because of Jap transit policy.
Without it, it would be several megacities close to each other, unable to have people use the public infastructure to transit to work.
There is a evil in transit, but its more about the fact that highways are evil condensed if they are mandatory, and public transport is useless without adequat foundation and longterm funding.
