there is that interesting contrast that makes a good piece of art, and the dead space in the bottom and on the left is not dead space, but empty space which the photographer's presence and journey inhabits, holding his contradiction that it is a man on a bicycle who in those adverse conditions is comfortable enough to stop and take a photograph.
I don't think it's under-exposed or the levels are wrong either. It accurately shows poor light conditions and has a great atmosphere to it. What would make it technically a better photograph would be if they bicycle as the subject was lit and sharper, but that would add to the artifice of the photo, and detract from its charm.
It's also simply a good picture of a bicycle because you can see the bicycle and its components clearly against a non-distracting background, but it also shows the riding environment.
