It's modest, but required the government and UP to be nice and sit at the table together. Which is probably how the S-N bypass came about, UP wants the government to fuck off but the government is obviously not going to do that. Not many options besides the S-N ROW.

It's clear there's high level talks with Caltrans and UP over the Capitol Corridor. The former is more or less turning the CC into an explicit Limited service for Solano, Yolo, Sacramento and Placer Co residents rather than a BARTalike Bay Area-oriented service. BART is content with this because BART doesn't want the competition because they know they'd loose. The MTC, the agency that is theoretically supposed to be coordinating all of this, sits off in the corner and doesn't get involved because they care far more about BART than Amtrak. The CC's hand has grown thanks to Covid as they're one of the places "remote workers" are going to.
This situation was not conceivable three decades ago when Capitols service was an annex of existing Amtrak service... and just that for intra-state services. Really it only came about because Republicans in Washington got so pissy over money they didn't want to finance intra-state services at any useful level, so this was done as a plan B. Now it's plan A, even if planners haven't been able to get money they have a solid plan to avoid problems with UP.
