Buses today are constrained to routes as well, but it would be relatively simple to get rid of set routes and allow them to run with a dynamic route, picking people up where they are and dropping them where they need to go. This would be highly efficient at getting commuters from suburbs into the city.
If you want people to stop using cars, you have to give them a better option.
