No one who lives in NYC would want that. Anyone who lives right at the edge of Central Park would have to listen to jet noise 24 hours a day. Anyone there who owned an apartment would have their property value go straight into the toilet. Any mishap with a plane would cause massive damage to the surrounding buildings.
There are reasons airports are built away from populated areas as much as possible.
