supple good ride = fragile sidewalls. AND those supple tyres tend to be the ones with the best grip. So 'good for gravel' is a contradiction. All nice road tyres are 'good for gravel' and likely to get slashed and murdered by gravel. It's just a necessary risk/expense imo because the ride quality is worth it. I've lost pro 4s, corsas, and gp4/5k to gravel sidewall cuts. RIP but i had my fun on them.
anyway... to answer your question rather than just lecture you about this.
planet X sells the rivendell variant of panaracer meme tyres (similiar to compass, or soma) but at less than half the price of others, even cheaper than paselas. The catch is, they only come in sub 33mm sizes. So for you, 28s, perfect. Several options. I've got some of the ones weighted towards durability, and they ride very nicely on gravel still. It's only because i share the bike with people who can't change a tube otherwise i would have gotten the lighter ones. So that's my rec. Riv meme tyres from planet x.
Less esoteric option would be Conti 4 seasons. Those have very very good grip although not as supple as 5k.
