Then you got a shitty degree in economics. What you described does not happen in high value markets like that. The "old" luxury housing stays expensive, because it just means that the richer people move to the new apartments and further rich people move into the newly opened space because the demand is always there. Same shit in Los Angeles and Seattle.

This is true. When a city lets people build more luxury housing, they slow the rate of rent growth. There is one caveat: it takes some time to come into effect.
The primary way housing becomes affordable is through aging. So we need to build more housing and keep building for several years at least before walkable areas become affordable.
