The main benefit of personal electric vehicles or bicycles is that you can judiciously ignore traffic regulations and use all available space as roadway. Of course, you need to know how to ride and not be a tool, but if you can pull it off, superior mobility is yours. You notice I mentioned bicycles, but unless you are super roadbiker/fixie bro on flat ground with the right wind, electric is going to win the commute.
You can argue that motorcycles have a similar benefit and better speed, but they are loud and the cops tend to come after you for shenanigans like those described above.
