"Capacity" is arbitrary and based entirely on effective city planning. A badly planned large city will experience different problems than a badly planned small town but proper infrastructure is not mysterious or hypothetical, stop listening to M*skoids trying to push solar roads as an alternative to water mains that don't burst.

I live in one of the cities on this list and it's not even that bad. Density is basically unnoticeable when infrastructure is done right. Conversely, you can live in a non-dense area that seems absolutely fucked. Think of Houston traffic.

That's probably just because at risk people prefer to be in the city.

I talked to a homeless bum in chicago about this. He wasn't even from the city. But he liked staying there because of the increased opportunities available to him there.
