Why do passenger railroads have so many engines?

Seriously I've been looking at the fleet of some railroads and they all have an absurd car: locomotive ratio. MARC for example has one engine for every three cars they have. I've never seen a MARC train with less than six cars. This seems obscenely high, and they're not alone. Even Amtrak has one for every five cars and their trains are twice the length!
