That was a combination of factors, mostly down to the chaotic (lack of) management and lack of focus. Germany were never going to spend the sort of money that the USA spent on a single program, in any case.

Drag starts increasing hard as you approach mach 1. By flying 40mph slower than 50 years ago you can start seeing some gains.
