It is able to drive a train safely (obviously only while under LZB - I suppose that is what you meant above) - except for stopping at passenger stops and reacting to foreign objects/obstacles on the line, but then again there is only so much you can do about those at 300 km/h.
It's the closest thing to ATO we have on the regular railway network. Drivers naturally regularly make extensive use of it as is easily visible even to the untrained eye between Cologne and Frankfurt in the ICE3's "lounges".
