Riding position is not static, having small wheels and a short fork makes the bike behave differently and the rider has to handle the bike's behavior accordingly. I mean, if you compare the proportions a minivelo to a regular bike, yeah, the three contact points are the same but as soon as you start moving you'll realize that you can't handle the bike even remotely close to what you would do on a normal sized bike. The weight distribution and the oncoming forces from the road are different and the rider has to compensate for that actively changing the riding position. This applies to any comparation of any type of bikes, but it's barely noticeable when comparing a 700c bike to a different frame design of another 700c bike for example.
So yeah, if you don't move, the riding position is the same as any other road bike. If your bike isn't ridden, might as well leave it as a decoration, as I see that most minivelos are used like that.
I have nothing personal against them, but any bike with small wheels just suck.
