Ohio is the largest state without any intercity passenger rail. It's one of our largest states, period.
And being quite small by area, that gives it a significantly high population density.

Ohio has a smattering of good-sized cities and it's right up next to Pittsburgh as well.
I also see Ohio as a vital link in the expansion of American rail in general.
