If all China had were cheap labour, they would've ceased to be a destination for FDI in the early 2000s, and far more investment would've been sent to India/SEA/Subsaharan Africa where wages were comparable if not lower.
If all they had were cheap labour, they would never have gotten up the global value chain, where products are less commoditized and reliance upon skills and QC processes are high.
