This is about converting dirt lots and old mcdonalds in working class neighborhoods into apartments to provide housing.
For example, if you work at a factory on the periphery of a blighted neighborhood, and you have to drive 30 minutes every day to go to work, wouldn't you rather live a 10 minute walk away?
