would something like this make sense for gravel touring?
you could have a small fat wheel in the back which would serve as gear reduction so you could use normal road bike group and probably fit a nice big fat tire for comfort

1. pedal strike would be an issue

It would perhaps make sense to have wheels like with a 1 size difference but similar diameters, like 26x2.2" + 650x42B or 650x57B (aka 27.5x2.25) + 700x40C, etc. if you have huge panniers or just want to sit potholes out, but something as extreme as the pic you got there not really unless the bike was designed for it because of the BB drop. It's kind of a bad idea for touring in general because of having to carry two sizes of tube/spare tire and at least one of the two is going to be an oddball (relatively speaking).

I messed with trying to add a 26" fork to a BMX before. Fun, but uncomfortable to ride for long. Very wheelie-bike-ish and the steering was all kinds of fucked. Didn't think about trying the reverse.
