If you actually read the article it makes more sense. This has nothing to do with the tracks themselves or the railroad activity on them, it's about UP not dealing with the homeless and trash dumping problems on their right of way and declaring it a nuisance would allow the city to come in and take care of it themselves and then send UP the bill.

Unfortunately what's happening instead is that they're knocking down dense housing to put up towers full of million dollar condos that instantly get bought up by investors who don't even live in them, and consequently even shithole '50s apartments in Burbank cost 2.5k a month now.
