Is this the only "transport system" that operates in two countries? By that I mean basically rapid transport systems and tram or closed local light rail networks.

Basel trams operate in Switzerland and have a short line entering into France, similar to Kehl.
The Strasbourg network feels more "international" though.

Zurich S-Bahn has many lines that enter Germany.
St Gallen S-Bahn enters Germany.
Vorarlberg S-Bahn operates in Switzerland, Austria, and Germany.
Salzburg S-Bahn enters Germany.
Lugano's commuter rail network enters Italy.

Regular commuter rail is easy for many cities that are close to a border.
Also add Geneva with their new line to France to the list.

Around Aachen everything crosses the borders between germany, netherlands and belgium.
You'll se busses of all 3 countries in Aachen.
The tram network used to connect all 3 countries untill it was dismantled.
Aachen Hauptbahnhof also has germany standard powerlines (15 kV 16,7 Hz) as well a s belgian standard powerlines (3kV DC)
In addition to that the german police is allowed to enforce dutch laws in Vaals (netherlands).

Crossing the border on accident can happen rather quickly.
