Probably not. As someone else said, it's poorly utilised space. All the work and effort to make a canal, and then you likely won't have any useful transit going on it. At most, maybe some touristy stuff.
Modern transit, both for cargo and people, will generally use rails these days. Indeed, you can even use trams and light rail for cargo.
I don't know what the prices actually are, but I imagine putting up rails and overhead wire would be less expensive than digging a canal and irrigating it.
But if you have a natural river going through your city, you should keep it.
