I believe favelas can be quite big without being built around motor vehicles, where people have to carry their building materials on their own. I don't actually know, but I believe that's the case.
They are still parts of cities though. If you assume you can't bring stuff to the city with boat or animals either, well I have no idea. You could probably use humans for pulling the carts, so let's assume wheels are banned as well.
