Seems very pointless. Highways should only be planned around local and regional needs. Transporting stuff on roads is incredibly inefficient, rail is much better.

I mean, actually it did. At the Darien Gap. In the picture.

The geology in that region makes it fucked up to build roads for a few reasons. It just isn't worth it for the amount of traffic it would see.
