Would it be stupid to strip the paint and repaint a vintage road bike? The thing right now is a hunk of rust with paint that is in such bad shape its not realistic to preserve it. But would it be stupid to kill the original paint?

Not the same bike but looks basically exactly like pic related.

Painting a bike correctly and at home is at bare minimum a $100 expense.
If you would like to save the bike I would consider rust-oleum rattlecan. They have some cool texture effects. Or keep it raw of the rust isn't extreme. There are antique bike collectors that have methods for removing rust but frown on repainting frames from over 100 years ago. I'm not sure what they do but they will know what is best to keep the patina

You should first see how damaged it is inside. A bike like this can have seized bottom brackets and seatposts that will require extreme and sometimes frame-destroying efforts to remove. My best luck has been with some very nasty solvent that I am forgetting the name of at the moment. Orange canister

and getting it acid stripped and powdercoated is often not much more expensive

i stripped and old road frame and then i used some cheap gun blue paste to blue/brown it. Over the first year of riding it i needed to keep rubbing down dusty rust growths but at this point in time its essentially browned to the point where I just need to wipe down any water when i get home and its fine.

I always had a crazy idea to paint a bike in chalkboard paint and then carry a pack of sidewalk chalk in my seat bag. But knowing kids today I'd be riding the Cannondale fuck you fat asshole
