You should put stations on the map roughly every 30 miles for local HSR, and if you can land each one in its own county then you can tell the counties they're responsible for the exact routing and land acquisition or else the state will just widen the highway and build in the median with no station.
Personally I route Chicago, Gary, Michigan City, South Bend, Three Rivers, Kalamazoo, Battle Creek, Ann Arbor, Detroit.
