Commuter is for comfort and ease of use. Simple, reliable, maintenance-free bikes, similar to one in the OP pic. Upright position, geared to cruise at 10 km/h, has just enough brakes to stop from that speed, thinner tires with long-lasting compound and no grip as a result and somewhat floppy frames. Can have a 3-speed hub or a tourney-tier derailleur in hilly places, or can be singlespeed in flat cities.
Urban bikes are the kind you will not lock, and if it's stolen you won't even bother to report. Extremely cheap and undesirable. No gears, bonus points for fixed gear.
