You do not really need it unless you have at least 3 non-ride-controlled handlebar items. Meaning on most street-legal bikes you only need to add 1 item beyond the standard reflector and headlamp to consider it, assuming they aren't mounted on the fork somewhere.

Computer or head unit displays your cadence/speed/heart rate/power/maybe GPS/etc, phone controls music, GPS if using a cheaper computer, weather info, can control action cams, and lets you see notifications, calls and so on. Some computers can attach to the top cap but not everyone can or wants to use those + there's other items that can take that slot.
