Montreal seems pretty bad as well. Know a few people that have gotten components or entire bikes stolen.
Stayed at a place for a couple months while apartment huntig and I insisted I brought my bike inside at night and my roomate FOUGHT ME on it, carried it up three flights of stairs to my tiny bedroom to not keep it outside. They eventually got their bike stolen, replaced it, got the seat stolen, and now keeps it inside at night.

taking your bike inside is the only smart thing to do. of COURSE your retarded roommate got their shit stolen. my brother lives in a building (again in toronto) and they have a strict no-bikes-in-units policy and he just said fuck you and takes it up anyway. they have had multiple break-ins to the "secure" bike area. oh and there are full clear HD pictures of the people that do it, it's like there's seriously zero enforcement.

does montreal have big lots full of obviously stolen bikes? or like homeless guys that have dozens of bikes and parts outside their little tents?

Seattle is horrible. The hobos have built a literal industry out of tearing down stolen bikes to sell for parts on craigslist and Ebay. They set up huge open air chop shops in rarely visited areas under freeways and in parks. It's fucking awful, and they just abandon whatever they can't sell so the mounds of fucked up parts get bigger and bigger until they're eventually discovered and then they just move on.
