or perhaps when all other ground vehicles are plug-in electrics recharged from the fusion powered grid locomotives can become one of the few types of vehicles that still use diesel ICEs, since there are so few of them comparatively speaking that their emissions don't amount to much.

Retarded idea.
When electricity is extremely cheap, synthesizing fuel out of atmosphere is easily doable.
Once you have synthesized fuel which is emission free for climate hoax lobby there is no reason to use batteries anymore.
I wouldn't be surprised if once electricity is nearly free most vehicles will run on fuel because it's simpler, easier to refuel and fuel weighs much less than batters do.

Electrofuels.
Air has water vapor (but it isn't the best source of water), oxygen, carbon dioxide and nitrogen gas.
You can synthesize almost any fuel via many processes, but most of them aren't viable so far.
The most basic ones are methanol and hydrogen.

Some batteries are almost a fuel being used by a fuel cell (metal air, for example), but easier to "recharge".

This is a solid idea and can definitely be done with something like a hydrogen peroxide or methanol burning motor, but IMO hydrate salts + mini fuel cells are a more likely outcome

I think if the energy is too cheap, you can synthesize even more fuels.
Even making hydrocarbons from solar heat and air were prototyped once.

the actual process of generating and using synthetic fuel would be no problem at all if you had very cheap electricity. I think that from a practical standpoint though fuel cells are more likely to catch on, since people will want to move away from ICE motors in general due to their noise and "old-ness". I think that it would be much easier to sell someone who is already deadset on moving to an electric vehicle on a fuel cell powered car vs a battery powered car, than to explain to them that we can simply produce combustible fuels that they can burn in an ICE. Especially since if we had truly free(ish) energy we could even synthesize octane easily, and nobody would have to buy a new car, they could keep driving their current one. Car makers wouldn't be able to profit from that, so that technology won't be developed even though it's definitely feasible
