The same is actually happening with the German car industry, they're still succesfully lobbying for slow adopting of newer regulations, which of course will make them milk their current production cars and earn money. But in the not that distant future, all other markets will have adopted the regulations Germany didn't enforce, and they're going to struggle.
It is really that complex or surprising. There's not that many hidden variables. The engineers are simply not told to excel anymore.
