OP's point is that these are somewhat regulated, unlike the maritime industry. Though if its about less-regulated polluters I would suggest adding flight industry. Very little taxes on kerosine or airplane tickets.

I wish ships were cleaner, but they're not exactly a priority. The low individual emissions of cars still add up to a multitude of naval emissions thanks to the sheer number.

I don't see exactly what's the problem with that. IFf by commercial light trucks you mean pickups, lots of people use them as personal shitboxes all over the world. I do agree with that section needing more subdivisions though.

All trains should be electric. Even if their co2 per to our mile is very low. Trains are the easiest transportation to get off oil.

Ships increasingly plug into shore power to turn off their diesels in Port. Which is a massive improvement in Port air quality. ships can be made to burn ammonia directly. producing only water and nitrogen as exhaust. Though a fuel leak would be incredibly toxic to the crew. But it would smell very bad before it even got to dangerous levels.
