Do you mean 'keep truing a wheel that keeps going out of true'?
According to the shop that does wheels for me, the more times you break spokes and the wheel goes out of true because of that, it gets more difficult each time to get it back in true, and they have to put more stress on the spokes to get it true again, therefore it goes out of true again faster. The reason is the rim gets fatigued.
