firstly, being an rather old peugeot, all of the standards, the derailer hanger threading, the headset, the bottom bracket, pedals, all of it is likely to be some meme french size which is basically not compatible with anything. There is a wealth of knowledge for it, and solutions for most things, and period parts which exist, but it's fundamentally all more difficult than an equivelant japanese or really most other places bike, or even a french bike which is 10 years newer.
You also have a cottered crank on there, a very very old, and stupid, standard. 27" wheels probably, etc etc etc.
BUT, you don't even want to replace anything, in which case, being a closed system is fine. It's a complete bike.
As for quality, the sprung leather saddle and front minirack, both, are desirable things people buy new, for like $100 each. Fenders too. The bike is very well equipped. The paint job is lovely.
It's probably not an easy project, nor will it be a very light steel frame, but I think for $50, it's an excellent buy and yes you could tour on it.
the chain, is one thing that is standard. A regular $15 8spd kmc or shimano chain will go right on fine.
