I moved to a city that doesn't have turning arrows on the traffic lights. Infuriating. Then people all race through the light when it is yellow to turn rather than just having a dedicated signal.

No they wouldn't. There's a line behind on both sides of the intersection. The light turns green and the first driver needs to turn left but can't because of all the other cross traffic. 20 cars go by and the light changes back to red. Nobody behind him got through.
