For sandpaper, if possible go with the Performax (sold at Menards) or Diablo stuff. Some other brands may possibly have some stuff in them you don't want on your pads but I think those two brands should be safe.
If torch+sandpaper+isopropyl alcohol on pads, along with isopropyl alcohol and maybe sandpaper on rotors, doesn't work, then you'll need new pads.

I do disagree on wd40 however. For pivots, shifters, cable/housing, etc, Dri-Slide Bike Aid is my go-to stuff.
