I can't see this happening easily on the major transatlantic route like NY to London. There's been pushback against special treatment for the wealthy elite lately here in NY, like talk of banning helicopter travel since it's sole function is to ferry rich people to the Hamptons. If United is like "now we want supersonic travel" and probably it's only going to be for rich people, community groups and even local government, especially around JFK, will probably push really hard and could tie this up in lawsuits too. Since this is so niche (like helicopter travel), there's hardly an incentive to allow these planes at a city airport since they're not going to be economic drivers with a tiny fleet and when JFK's flight plans are already pretty maxed out.
