But I have heard that there were a lot of reasons for it closing.

It should start in the high traffic, mountainous sections, and extend from there to the big cities and further until the mainlines are covered.
It wouldn't be worth the hassle to electrify the shorelines.
As a stop-gap, the electric locomotives could act like slugs with paired diesel(s), where under the wires the electric loco supplies the diesel with power and the diesel powers the electric otherwise.
