You can get very good new bikes that do certain things very well at that price, overall you just want to make sure you're comfortable riding it. That's honestly the most important part of it. /n/ will meme you about hybrids and other flat bar bikes being shite, but if you if you don't feel comfortable using drops then don't buy a bike with them.
If you're replacing a car with it, just think about what car things you'll want it to do. I would highly recommend saving about 500-700€ of that budget just so you can kit yourself out with necessary accessories.

If you want to carry stuff but not as much as panniers would let you, consider getting a basket, or maybe a rack with a trunk bag.
