IGH have always been popular. They are low maintenance, allow for enough gear range for a casual and they can have a coaster brake built in.

because shitmano practically gives them away to OEMs who slap them on their shit-tier casual bikes. of course they leak lubricant like crazy and inevitably lose one or more gears within a year but you get what you pay for

not so long ago shimano and Sachs/sram were winding down production and discontinuing internal geared hubs
outside of the rental market / boris bikes type of thing hardly any one was using them
E bikes had reached a low enough price point to outsell IGH
