Anywhere that has a good public transit has no black people, or has only had black people living there for a short period of time, and anywhere with a shitty/nonexistent public transit system has many black people. I'm having a hard time coming up with any exceptions to this.
I think the same may also apply to pedestrian-friendly infrastructure.
