Here in America it is very common. In addition, there are many "libertarian/anarchists" who commonly defy laws and rules that ban dogs from certain areas or require leashes.
Also there is an inordinate love for the most aggressive breeds, pit pulls, and so on, and also, a certain sub-population is very enthusiastic about "rescuing" abused (and therefore typically incorrigible and inherently dangerous breeds, commonly of the type mentioned above).
So it is true that, in any given neighborhood there is a chance you can be pursued by a large, combat-type breed of dog.
So far this year there have been 17 fatalities in the US caused by dogs.
